As lifelong residents of Hawai‘i, Cleigh Pang, Lance Wilhelm and Sanford Hasegawa have seen firsthand the struggles local families face in finding quality, affordable housing. Leveraging their combined expertise in property development, construction management, interior building solutions, manufacturing and retail sales, they are pioneering a solution-driven approach to alleviate Hawai‘i's housing crisis, infusing each project with the warmth and resilience of the islands they call home.

Cleighton (Cleigh) Pang | President

Cleighton (Cleigh) Pang embarked on his entrepreneurial journey in the 1970s. Born and raised in Hawai‘i, his deep-rooted passion for both business and community has been a driving force throughout his career. His diverse experience spans across various roles, from a manufacturer's representative, wholesale distributor, retailer, and manufacturer, to his return to retail as a partner of a major luxury retail chain in Hawai‘i and Southern California.

Over the past quarter-century, Cleigh has epitomized the spirit of entrepreneurship, spearheading ventures that have honed his expertise in establishing brick-and-mortar retail establishments. His journey has traversed across Hawai‘i, the U.S. mainland, and the Pacific Basin, cultivating a wealth of experience in business operations and development. As a 15-year member of the Board of Directors for Koga Engineering and Construction, Cleigh understands what it takes to complete major construction projects in Hawai‘i. He currently has an equity interest in a 960-storage unit facility in Maui that is under construction and scheduled to be completed in May 2025.

Throughout his career, Cleigh has observed a concerning trend – the exodus of Hawai‘i's bright young minds to pursue higher education on the mainland, only to be deterred from returning due to the prohibitive cost of living. This reality serves as the cornerstone of Paepae Ola – a beacon of hope striving to offer affordable housing solutions for all who call Hawai‘i home.

Lance Wilhelm | Vice President

Lance embarked on his construction journey as an Office Manager Trainee at Kiewit Pacific Co. in April 1989, setting the foundation for a distinguished 25-year tenure that culminated in his role as Vice President of Hawai‘i Operations. During his time, he oversaw the first trio of construction contracts for Honolulu’s rail program. After Kiewit Pacific, Lance spent 3 years as Irongate’s Managing Principal, before forming his own consulting and management firm, The Wilhelm Group. Under Lance's leadership, the firm has become a dynamic player in both the public and private sectors, specializing in construction and project management. 

Lance's extensive background has not only positioned him as a key figure in the execution of projects but also in the realms of pre-development and development. His expertise extends to offering consultative services for the creation and evaluation of bid proposals, as well as providing strategic advisement on building repairs and alternative uses. Lance's comprehensive skill set and profound insights into project management have made him a valuable asset to clients and peers, cementing his reputation as a thought leader with a unique and highly respected perspective in the industry.

Sanford Hasegawa | Secretary

Sanford began his career in architecture/design in the mid 80s as a manager of store design and construction for Duty Free Shoppers (DFS). In the early 90s he went on to establish his own design firm called IDS Architect, Inc. IDS specialized in luxury retail and commercial project design in Hawai‘i and North America.

In 2007, Sanford established 87zero, an international, specialty supply company. Together IDS and 87zero produced turn-key programs that required both architecture and pre-fabrication, and completed project in record time and within budget.

87zero continues to expand its product offerings and services and has collaborated on many notable projects in Hawai‘i including Ritz Carlton, Four Seasons, Parklane, Anaha, Waiea, Aalii, Symphony, Hilton, Sheraton, and Westin to name a few. Although most of Sanford’s background has been in providing luxury programs, his true passion is focused on affordable housing and early learning.

In 2023, 87zero was purchased by HPM Building Supply, a 102-year-old Hawai‘i company. Sanford is currently a Senior Advisor with HPM Building Supply and a founding partner of Paepae Ola.
